On July 1, Guangzhou Municipal Regulations on the classification and management of domestic waste was formally implemented. The regulations fully implemented the compulsory classification of domestic waste, and innovated a series of systems and mechanisms, such as measurement and charging, refusal to accept, classification instructor, etc. Among them, the garbage metering and charging has become a bright spot.

As the name suggests, measurement and charging means that the more domestic waste generated by households, the more domestic waste treatment fees they need to pay, which embodies the principles of "who generates, who pays" and "more generation, more payment". Industry insiders believe that this is conducive to alleviating and solving the "garbage siege", forcing residents to implement garbage classification management instead of chaotic treatment, making urban garbage treatment more scientific and reducing the pollution caused by garbage treatment.

In fact, garbage charging is not a new mode of garbage disposal. Since the issue of the notice on implementing the charging system for municipal solid waste treatment and promoting the industrialization of solid waste treatment in 2002, China has started to levy solid waste treatment fees in an all-round way. Nowadays, with the promotion of waste classification, waste charge is more and more concerned.

In November 2017, Zhang Shaochun, Vice Minister of the Ministry of finance, revealed that the Ministry of finance, together with relevant departments, is studying and formulating a unified national management method for the collection and use of urban waste treatment fees, and plans to enhance the mandatory and normative charging from the system.

The garbage is first measured and registered, then compressed and transferred, and the treatment fee is charged according to the proportion of the garbage generated - since last year, the garbage in Beijing West Railway Station has been measured and charged at the source. According to authoritative media reports, starting this year, Beijing will comprehensively promote the domestic waste contract system in all levels of Party and government organs, enterprises and institutions, schools, hospitals and residential properties, and promote the accurate weighing payment mode in qualified units and enterprises.

In addition, Chongqing also plans to gradually establish a differentiated charging system for domestic waste disposal fees. In the draft of Chongqing Municipal measures for the classification and management of domestic waste, it is clearly stipulated that more fees should be paid for mixed waste and less fees should be paid for classified waste.

In order to effectively promote the scientific treatment of garbage, the national development and Reform Commission recently issued the opinions on innovating and improving the price mechanism for promoting green development. According to the opinion, the charging standard for urban domestic waste treatment should be formulated and adjusted according to the principle of cost compensation and reasonable profit, and the charging system for domestic waste treatment should be fully established in cities and towns across the country by the end of 2020.

Among them, in the specific implementation, for the users with complete supporting facilities and qualified conditions, we will implement the policies of garbage metering and charging, and implement the differentiated charging of classified garbage and mixed garbage. That is to say, we can appropriately implement a lower charging standard for classified garbage and a higher charging standard for unclassified garbage.

In addition, in view of the rural areas, the opinions stipulate that in the rural areas where the waste treatment system has been implemented, the charging system for rural waste treatment should be established, and the charging standard should be reasonably determined by comprehensively considering the local economic development level, farmers' affordability, waste treatment cost and other factors, so as to promote the improvement of rural environment.

It can be imagined that with the improvement of relevant policies, garbage metering and charging is the future development trend, which will be promoted from pilot cities to the whole country. This will help to grasp the amount and source of municipal solid waste, improve the capacity and level of municipal solid waste treatment, and promote the healthy development of urban science.

However, the industry reminds that the promotion of waste measurement and charging still needs to constantly improve the system standards, unify the charging body, open up the charging channels, and take multiple measures to improve the collection rate.
